The location service on systems may allow sensitive data to be used by applications on the system. This should be turned off unless explicitly allowed for approved systems/applications.
Wherever you go, Windows 10 knows you're there. Some people don't mind this, because it helps the operating system give you relevant information, such as your local weather, what restaurants are nearby and so on. But if you don't want Windows 10 to track your location, you can tell it to stop.
Via GPO: [Local Computer Policy/Computer Configuration/Administrative Templates/Windows Components/Location and Sensors] Turn Off Location = Enable
